The Pan button is located between the Select and Zoom In buttons toward the left of the bottom row toolbar. You can also access Pan Mode from the popup menu - Pan option.

The Pan button is one button in a set of four that dictate the "mode" of the mouse pointer in the mapping window.

These four buttons are "sticky" buttons. When clicked they appear to be pushed in. Only one of these four buttons can be pushed in at a time.

Pan mode allows the user to "grab" and move the active map view up, down, or sideways to display areas outside the current view while at the current viewing scale located in the mapping window's status bar. To do this left-click somewhere in the mapping window and drag the window to a different location.
